When you book, the owner issues a power of attorney transferring usage rights for that week to you. With it, you check in as if you were the unit owner, with full access to all facilities.
Why are the prices so low?
The owner has already paid for the unit and gets one week a year. If they do not use it or let it out, the week simply expires. That is why the prices sit well below the standard nightly rate — letting it go cheaply beats losing it altogether.
